Public Input Survey on Support Programs for Minnesota's Legal Cannabis Industry
Introduction
The Minnesota Department of Employment and Economic Development (DEED) and the Office of Cannabis Management (OCM) are gathering public input as we develop four state programs for the new legal cannabis industry. The programs will provide technical assistance, financial capital, and workforce training to qualifying individuals, businesses and organizations to support successful outcomes in the new legal cannabis industry in Minnesota.
These programs are:
Cannabis Startup Loan Program (CanStartup) for new legal cannabis microbusinesses
Cannabis Grower Loan and Technical Assistance Program (CanGrow) for current farmers interested in entering legal cannabis cultivation
Cannabis Industry Navigation Grant Program (CanNav) for organizations to provide help with navigating regulations for the legal cannabis industry
Cannabis Workforce Training Grant Program (CanTrain) for organizations that provide cannabis-related workforce training programs and people enrolled in such programs.
The Department of Employment and Economic Development (DEED), Minnesota Disability Determination Services (DDS) requests applications to work as a medical contractor reviewing the disability claims of Minnesotans who have applied for Social Security Disability benefits. All work must occur on the secured Social Security Administration Network. The State anticipates issuing multiple contracts for this work. This is an ongoing solicitation.

All costs incurred in responding to the Request for Proposal (RFP) will be borne by the responder. The Department of Employment and Economic Development reserves the right to reject any or all proposals, to waive any irregularities or informalities, and to cancel the solicitation if it is considered to be its own best interest. This Request for Proposals does not obligate DEED to award a contract.
The Minnesota Department of Employment and Economic Development (DEED), through its Economic Development and Research Division, is seeking proposals from qualified Responders to participate in the State Small Business Credit Initiative (SSBCI) 2.0 Small Business Loan Participation Program (SBLPP or Program). Eligible Responders must be qualified non-depository certified Community Development Financial Institution (CDFI) loan funds or non-certified nonprofit loan funds that can demonstrate they meet community development financial institution criteria, meaning they:
have a primary mission of promoting community development;
serve an investment area or targeted population;
provide development services in conjunction with loans;
maintain, through representation on their governing board or otherwise, accountability to residents of their investment area or targeted population; and
are not an agency or instrumentality of the United States, or of any state or political subdivision of a state.

Vocational Rehabilitation Services Request for Proposals to Provide Services to Individuals in the VR Program
The Department of Employment and Economic Development (DEED), Minnesota Vocational Rehabilitation Services (VRS) requests applications from organizations and businesses to work as a Vocational Rehabilitation (VR) program Community Partner providing employment services for individuals with disabilities in the Minnesota Vocational Rehabilitation Program. The State anticipates issuing multiple contracts for this work. This is an ongoing solicitation through July 31, 2024.

The Minnesota Job Skills Partnership (MJSP) Board is soliciting applications for grant funding for new and incumbent worker training programs. MJSP will accept applications for the Partnership and Pathways Programs. In addition, applications for Pre-Development grants for the Partnership Program will be considered.
Regular Partnership and Pathways grant applications must be received via email by 4:30 p.m., Central Time, on Monday, May 6, 2024. Short Form and Pre-Development applications must be received via email by 4:30 p.m., Central Time, on Tuesday, May 28, 2024. Minnesota State Trade and Export Promotion (STEP) Program
The Minnesota Trade Office (MTO), an office within the Minnesota Department of Employment and Economic Development, is soliciting applications for funding for eligible Minnesota-based small businesses to participate in export development activities that will assist the company to begin exporting or increase their exports from Minnesota. Proposals are accepted until all funds are committed.
The Department of Employment and Economic Development (DEED), through its Brownfields and Redevelopment Unit, is accepting grant applications through the Redevelopment Grant and Demolition Loan Programs.
All applications and required attachments must be received no later than 4:00 p.m. on August 1, 2024. Three complete sets of applications (application form and required attachments) are required for each site. Two paper copies and one electronic copy on a flash drive are required. All three copies must be complete and submitted by the deadline to be considered for funding.
Applications sent by mail or courier must be delivered to the following address on or before the application deadline.
